When installing Geocart (64-bit WIndows version), I am able to specify an alternate installation path for the sdoftware, but the databases insist in on installation to C:\ProgramData\...

Hello Barwickian, and welcome!
I think the easiest thing to do here is just let them install into their default location, and then move them wherever you need them. The default location is just a convenience in the sense that you can more quickly find them in the Database dialog using the "Installed locations" button. There is no requirement that a database be in any particular place.
