Gilbert two-world perspective doesn't make sense

There is literally no control over the perspective whatsoever. I don't see what practical use this makes. It's literally Conformal Longitude Mix by a factor of 0.5, followed by a hard-coded perspective.

I moved your posting from the Problems with Geocart forum to here. You are confused about divisions of responsibility. Go complain to Gilbert if you don’t like his projection. It’s not a problem with Geocart to implement projections correctly.

Also, your opinion is intolerant, a non sequitur, and ignores the projection’s better qualities.

Please refrain from using meaningless words just because someone doesn't know the practical uses. Please also state the source that states the particular fixed perspective you have used in Geocart.

I can not be part of Geocart’s manual. You know, copyright and stuff.

Edit: Sorry, I think I got your question wrong: You asked for the article’s content which of course can be e.g. a summary, not the article itself. So that would be allowed, but the answer is still No.
