In the case of China, there happens to be a more benevolent government at hand in Taiwan. In the case of Russia, one would have to be developed. After democracy flourishes in Russia, then limitations would be removed. As for the United States, the topic didn't come up. The main difficulty there seems to be that Reconstruction was not allowed to proceed to completion. Also, the United States are not the gold standard for civilized behavior. If I were dictator of the world, there's definitely some things that need to be improved about them.
I also didn't note that I would ban the BJP in India, and very carefully - no repeat of 1947 would be tolerated - partition India into enough pieces so that ethnolinguistic groups wilth the potential for conflict would be separated by national borders. Pakistan, with its treatment of minority Christians, would need to be dealt with more forcefully.
What's currently going on in Gaza is a bit much even for me. My two-state solution for Israel would be to let Israel keep East Jerusalem, but the West Bank gets everything else back. The entire Muslim world would be transformed into liberal democracies in which non-Muslim minorities enjoy full and absolute equality to First Amendment standards. Depending on whether the Muslim majority chooses to co-operate, it can either live beside the non-Muslims in peace and equality, or wind up like the Palestinians did in Israel. The idea is simple: the non-Muslim minorities are all to be free and safe without the need to be relocated. As for the Muslim majority, their situation would be as favorable as possible as is compatible with that.
If it is possible to remove the small minority of violent troublemakers who present a danger to the non-Muslim minority, then the situation of the rest of the majority can be improved.
