Is there any way to color lines in a shape file based on the attributes in its .dbf file?

The short answer: No. The .dbf file is not used at present. The more complicated answer involves “coverage mapping files” (see Appendix B of the manual). However, coverage mapping files assume that the contents of a single .shp file are all one coverage.
